This article focuses on three moments in the modernization of higher education in Mexico from the perspective of institutional change and public policies. Its purpose is to identify the elements that make up the phases through which universities have gone through in the last three decades. Using a qualitative methodology with an analytical descriptive method, the authors present the main factors inherent to the processes of change; on this basis, they formulate three assumptions based on institutional isomorphism as an imaginary, which intertwine the processes, rituals and routines generated in the university spaces in their relationship with the State.
